A striking historic landmark building originally constructed in 1918, under the Carnegie Library program, Noll & Tam designed the seismic and accessibility upgrade of the Golden Gate Branch Library. In order to comply with the City of Oakland's URM Ordinance, Noll & Tam initiated an intensive investigation into alternative structural approaches utilizing the UCBC and the State Historic Building Code virtually eliminating any alterations to the historically significant interior and exterior finishes. The building also needed to be upgraded to comply with the American with Disabilities Act (ADA) by the addition of an elevator serving both levels, interior ramps, and accessible restrooms. The mechanical, electrical, and data/telecommunications systems have been replaced with new systems designed to meet current and future needs of the heavily-used facilities. Interior finishes and lighting have also been renovated providing a fresh and welcoming feel for public patrons.
